It wasn?t until almost a decade later that the National Bureau of Standards* (now the National Institute of Standards and Technology) reanalyzed the O?Brien/Shelton data and came up with an official system?one that has served as the basis for all future systems. Women?s sizes were derived from bust size?with all other measurements based on the proportions of an hourglass figure?and represented by even numbers from 8 to 38. These basic sizes were combined with a T, R, or S, to indicate height, and a plus or minus, to represent lower body girth. The system was published as a commercial standard?a recommendation, legally required only for the pattern-making industry?in 1958. The industry was at first enthusiastic about these recommendations, and major mail order companies like Sears and Montgomery Ward started to adopt these government sizes. But enthusiasm eventually flagged. By 1970, the NBS downgraded its Commercial Standard to a Voluntary Product Standard, and by 1983, the government withdrew the standard entirely, damning future generations to inconsistent fits and many, many mail order returns.</p>

			<content:encoded><![CDATA[<p>A solar flare Sunday triggered an outburst of solar material that should hit Earth Tuesday. The disturbance could lead to voltage swings on some power lines, as well as stronger northern lights.</p>
<p>An outburst from the sun late Sunday night is bathing Earth in the most powerful solar-radiation storm in six years.</p>

<p>The radiation storm is the first act of an event that will crescendo Tuesday, when the brunt of the outburst ? called a coronal-mass ejection ? arrives at Earth. It could trigger a disturbance of Earth&#8217;s magnetic field, leading to voltage swings in long-distance power transmission lines as well as the appearance of the northern lights as far south as New York.</p>
<p>The current radiation storm?? rated an S3, or strong, on a scale of 1 to 5 ? could damage satellite hardware and present an increased risk of radiation exposure to passengers flying at high altitudes across polar routes, say space-weather specialists. These risks, however, are expected to be manageable. ?</p>
<p>The outburst, which occurred at 11 p.m. Eastern Standard Time Sunday, marks the second major solar eruption in three days.</p>
<p>Sunday&#8217;s event began with a moderate solar flare that was &#8220;nothing special&#8221; on its own, says Doug Biesecker, a solar physicist at the National Oceanic and Atmospheric Administration&#8217;s Space Weather Prediction Center in Boulder, Colo.</p>
<p>But the flare triggered the release of billions of tons of energetic particles from the sun&#8217;s atmosphere.?This coronal-mass ejection (CME) is hurtling toward Earth at 4 million miles an hour, &#8220;by far the fastest CME directed at the Earth during the current solar cycle,&#8221; Dr. Biesecker says.?</p>
<p>CMEs are vast clouds of protons, electrons, as well as heavy atomic nuclei formed in the nuclear fusion reactions that power the sun.</p>
<p>This CME&#8217;s unusually high speed is accelerating some of its protons to nearly the speed of light, and they are arriving in quantities not seen since May 2005.</p>
<p>The resulting radiation storm could cause some hardware or onboard software glitches for satellite operators. And radio communications at high latitudes, as well as navigation-satellite accuracy for high-precision uses, could suffer some degradation for the duration of the radiation storm.?</p>
<p>A geomagnetic storm Tuesday could further affect satellites.</p>
<p>For satellite operators, geomagnetic storms have a Janus-like quality. If strong enough, they can produce voltages on a satellite&#8217;s exterior that can be powerful enough to arc and cause damage. And the storms can increase the atmosphere&#8217;s drag on satellites, causing them to lose altitude.</p>
<p>But such storms also can increase drag on space junk that can pose a risk to satellites, sending more of it to burn up in Earth&#8217;s atmosphere.</p>
<p>This week&#8217;s geomagnetic storm also could bring auroras to viewers farther south than usual.</p>
<p>Biesecker says the storm may reach a level that could render auroras visible as far south as Idaho and New York, and perhaps even Illinois and Oregon if the CME&#8217;s intensity is large than estimated.</p>

			<content:encoded><![CDATA[<p>WARSAW, Poland ? Poland&#8217;s government went into defense mode on Monday after a network of online activists paralyzed government websites in opposition to Warsaw&#8217;s plans to sign an international copyright treaty.</p>
<p>Poland had originally planned to sign the Anti-Counterfeiting Trade Agreement, or ACTA, in Tokyo on Thursday. ACTA is a far-reaching international agreement that would fight copyright infringement and online piracy. Critics fear it could lead to censorship on the Internet.</p>
<p>A Twitter account using the name &#8220;AnonymousWiki&#8221; announced plans to attack government websites to protest the government&#8217;s support for ACTA.</p>
<p>Within hours on Sunday, the websites of the prime minister, parliament and other government offices were unreachable or sluggish, the hallmarks of a denial of service attack. The technique works by directing streams of bogus traffic at a website, jamming it in the same way that a telephone line can be overwhelmed by hundreds of prank calls.</p>
<p>In an initial response, government spokesman Pawel Gras on Sunday suggested there hadn&#8217;t been an attack at all on the sites. &#8220;This isn&#8217;t an attack by hackers, but just the result of huge interest in the sites of the prime minister and parliament,&#8221; he said, a comment that quickly became a source of ridicule on Facebook and other Internet sites.</p>
<p>By Monday, with the sites still paralyzed, the prime minister and other leaders were holding a meeting to reconsider their stance on the treaty.</p>
<p>&#8220;It was a velvet attack by hackers, but still it was an attack. Pawel Gras was wrong,&#8221; said Slawomir Neumann, a lawmaker with the government Civic Platform party. Neumann said the situation showed that the Polish government is poorly prepared to handle such attacks.</p>
<p>And Michal Boni, the minister for administration and digitization, acknowledged in a radio interview Monday that the government had failed to hold enough consultations with the public on the matter.</p>
<p>An opposition party, the Democratic Left Alliance, also called on the government to not sign in it in a gesture of solidarity with those who warn it could hurt Internet freedom.</p>
<p>Anonymous, the group suspected of involvement in the attacks, made a number of threats before and during the Internet disruptions.</p>
<p>&#8220;Dear Polish government, we will continue to disrupt and interfere with your government official websites until the 26th. Do not pass ACTA,&#8221; one tweet by AnonymousWiki said.</p>
<p>It also threatened more trouble should Poland sign ACTA.</p>
<p>&#8220;We have dox files and leaked documentations on many Poland officials, if ACTA is passed, we will release these documents,&#8221; AnonymousWiki said in a separate tweet.</p>

			<content:encoded><![CDATA[<p>ELY, Minn. ? A 3-year-old bear in Minnesota has given birth to two cubs before an Internet audience.</p>
<p>Lynn Rogers of the Wildlife Research Institute, affiliated with North American Bear Center, said in a news release that Jewel gave birth in a den near Ely to the first cub at 7:22 a.m. Sunday, and a second at 8:40.</p>
<p>It&#8217;s not the first time Rogers and his colleagues have monitored hibernating pregnant black bears.</p>
<p>In 2010, they recorded the birth of a bear named Hope in 2010. A Hunter killed Hope last year.</p>
<p>Jewel is the younger sister of Hope&#8217;s mother, Lily.</p>
<p>Lily also gave birth last year to two cubs named Faith and Jason.</p>

			<content:encoded><![CDATA[<p>BAGHDAD ? Iraqi officials say two separate car bombs have exploded in a Shiite district in eastern Baghdad, killing eight people and wounding 32 others.</p>
<p>Police officials say the first attack targeted an early morning gathering of day laborers in Baghdad&#8217;s Sadr City on Tuesday. Seven people were killed and 21 were wounded, according to police.</p>
<p>Minutes later, an explosives-packed car blew up near a pastry shop in the same district, killing one civilian and wounding 11 others, police said.</p>
<p>Hospital officials in Baghdad confirmed the death toll. All officials spoke on condition of anonymity because they were not authorized to brief the media.</p>
<p>Attacks in Iraq have surged since the U.S. troops left. More than 160 people have been killed since the beginning of the year.</p>

<p class="introduction" id="story_continues_1">Native dog breeds such as the English Setter are being pushed towards extinction by the growing popularity of more exotic dogs such as huskies and Chihuahuas, new figures suggest.</p>
<p>The setter, once a popular working dog, is one of the country&#8217;s oldest breeds.</p>
<p>But statistics from the Kennel Club show a two thirds decline in puppy registrations over the last 10 years.</p>
<p>The Chihuahua, popularised by celebrity owners like Paris Hilton, saw a 25% increase in registrations last year.</p>
<p>Caroline Kisko, secretary of the Kennel Club said: &#8220;Celebrities, popular culture and fashion play a big part in today&#8217;s society and unfortunately, dogs are not immune from our fickle tastes.</p>
<p>&#8220;The latest victim is the English Setter, a wonderful and loyal breed, while the number of Siberian Huskies has more than trebled in this country in the last 10 years.&#8221;</p>
<p>Fran Grimsdell from Norfolk, who breeds English Setters, told BBC News: &#8220;The thing that saddens me is that we&#8217;re getting people buying puppies, but they&#8217;re nearly all people who have already owned English Setters. </p>
<p>&#8220;In the last two or three litters we&#8217;ve had &#8211; I&#8217;ve probably only sold one puppy out of about 15 to people who have never had the breed before.</p>
<p>&#8220;English Setters have got a fantastic nature&#8230; I would say that they are sensitive, terribly affectionate, loyal and wonderfully elegant in appearance. They are good with children. They can be a bit wilful&#8230; but I love that.&#8221;</p>
<p>The English Setter joins 24 other dogs considered to be at risk of extinction on the club&#8217;s list of Native Vulnerable Breeds.</p>
<p>The history of the English Setter stretches back hundreds of years to dogs used for hunting upland game birds. The medium-sized breed &#8211; with its characteristic flecked coat &#8211; is regarded as a good family pet, but also requires a large home and lots of exercise.</p>
<p>Breeds are added to the list when puppy registrations drop below 300 in a year. Last year, some 3,000 dogs were registered across the 25 vulnerable breeds. Chihuahuas, meanwhile, saw more than 6,000 registrations in 2011.</p>
<p>   <span class="cross-head">Genetic concerns</span>
<p>The most endandered breed of all is the Otterhound, a large rough-coated dog with a loud, baying call. There were just 38 Otterhound registrations last year (a decline of 33% on 2010). </p>
<p>Pam Marston-Pollock, chair of the UK Otterhound Club, said there were now just three breeders in the UK. An estimated 600 of the dogs remain worldwide, but only a fraction are suitable for breeding. </p>
<p>&#8220;As far as the show world is concerned, we don&#8217;t have many younger people [involved with] the breed. The established breeders who have been around for 30 years are either dying off or aren&#8217;t keeping as many hounds,&#8221; Ms Marston-Pollock told BBC News.</p>
<p>&#8220;It&#8217;s a sign of the times generally that keeping substantially sized hounds is quite expensive.&#8221;</p>
<p>She added: &#8220;We&#8217;re obviously conscious that we&#8217;ve got a narrow gene pool&#8230; we&#8217;ve had a meeting to discuss the possibility of bringing in an outcross with [another breed] to broaden our gene pool.&#8221;</p>
<p>Such approaches have been successful in the case of Dalmatians, which can be prone to kidney or bladder stones. By outbreeding with a German Pointer, one Dalmatian breeder was able to remove the trait responsible for this health problem.</p>
<p>   <span class="cross-head">Breed needs</span>
<p>Other vulnerable native dogs include the Dandie Dinmont terrier (98 registrations, down 35% on 2010) and the Skye terrier (44 registrations in 2011, up 19% on the previous year). Greyfriars Bobby, a 19th Century Edinburgh dog famous for guarding the grave of its former owner, whose story was turned into a novel and two films, was a Skye Terrier.</p>
<p>Ms Kisko said the needs of exotic breeds were poorly understood by many owners. As a result, she said, the Kennel Club had seen an increase in the number of exotic dogs coming in to breed rescue societies when owners realise they are unable to give them the exercise, grooming or other care that they need.</p>
<p>One example is the Afghan Hound, which requires about two hours exercise per day and daily grooming. In 2009-2010, 43% of all Afghan Hounds registered with the Kennel Club ended up in breed rescue centres.</p>
<p>Harvey Locke, a former president of the British Veterinary Association (BVA) told BBC News: &#8220;There are more than 200 pedigree dogs. It is a fact that the smaller the gene pool, the more inbreeding you are likely to get and the more likely it is that health problems come to the fore.</p>
<p>But he said there was a balance to be struck: &#8220;We want to do everything we can to encourage responsible dog breeding. We are obviously against unscrupulous ones who breed [only] for profit. Everybody suffers there: the people who buy the puppies suffer and the dogs suffer.</p>
<p>He urged some breeders to move away from selecting for extreme features and called on prospective dog owners to seek advice from veterinary surgeons. </p>

			<content:encoded><![CDATA[<p>FOXBOROUGH, Mass. ? Lee Evans had victory in his hands. Billy Cundiff had a tie game on his toe.</p>
<p>Two chances in the final 30 seconds to keep their Super Bowl hopes alive and the Baltimore Ravens let both slip away.</p>
<p>Evans was stripped after briefly hauling in Joe Flacco&#8217;s pass in the back right corner of the end zone and, two plays later, Cundiff pushed a 32-yard field goal attempt wide left in Sunday&#8217;s AFC championship game. The New England Patriots won 23-20 and the Ravens ended their season disappointed but not disgraced.</p>
<p>&#8220;We&#8217;re grinders,&#8221; said linebacker Ray Lewis, wiping his face with a towel in the quiet Ravens locker room. &#8220;We&#8217;re coming home and we&#8217;re coming home with smiles. But, most importantly, when we start back training, we&#8217;re coming back (ticked) off. Why wouldn&#8217;t we be?&#8221;</p>
<p>The Ravens gave the Patriots all they could handle.</p>
<p>The much-maligned Flacco played one of his best games of the season. The third-ranked Baltimore defense held Tom Brady without a touchdown pass for the first time in 36 games. And the Ravens moved from their 21-yard line to a second-and-1 at the Patriots 14 with 27 seconds left.</p>
<p>Plenty of time to at least tie the score.</p>
<p>On the next play, Evans had the pass in his grasp. But Sterling Moore, a rookie free agent who was cut once by the Patriots this season, arrived just in time to knock out the ball.</p>
<p>&#8220;I feel like I had it, but it came out,&#8221; Evans said. &#8220;I don&#8217;t know how to put it into words. Honestly, it&#8217;s the most disappointing part of all of this that I feel personally that I let everybody down.</p>
<p>&#8220;It hit me right where you would want to be hit. It was a great pass by Joe and a play not completed by me. Nobody else can take the fault.&#8221;</p>
<p>Ravens coach John Harbaugh thought the play should have been reviewed, but because coaches can&#8217;t ask for a review in the last two minutes of a half, he was powerless.</p>
<p>&#8220;Obviously, in that situation I thought they would look at it,&#8221; he said, &#8220;but they didn&#8217;t. I have not talked to anybody, didn&#8217;t get a chance to, so I don&#8217;t know what the explanation is on that.&#8221;</p>
<p>But the Ravens weren&#8217;t done.</p>
<p>On the next play, needing a yard for a first down, Flacco threw toward Dennis Pitta. Again, Moore made a late move to knock the ball away.</p>
<p>Still, there was a chance to send the game into overtime. And Cundiff had kicked field goals of 48 and 44 yards a week earlier in a 20-13 win over the Houston Texans. He had made 10 of 12 field goals between 30 and 39 yards this season.</p>
<p>Not this time.</p>
<p>Morgan Cox snapped, Sam Koch held. Cundiff, the All-Pro kicker in the 2010 season, swung his leg.</p>
<p>On the Ravens sideline, jaws dropped and heads sank. There was a look of shock that such a dependable kicker had missed such a makeable kick. </p>
<p> &#8220;The timing was just a little off,&#8221; Cundiff said. &#8220;I&#8217;m disappointed. I let my teammates down.&#8221; </p>
<p> His teammates didn&#8217;t think so. The kick was one of dozens of plays that affected the outcome. </p>
<p> &#8220;Not one play won or lost this game,&#8221; Lewis said. &#8220;There&#8217;s no `Oh, Billy&#8217;s the fault. Billy missed the (kick).&#8217; There&#8217;s no freaking `Billy missed the kick.&#8217; It happened. Move on.&#8221; </p>
<p> Linebacker Terrell Suggs is moving away from football for now. He has no plans to watch the Super Bowl. </p>
<p> &#8220;If I&#8217;m not playing in it, it doesn&#8217;t matter to me,&#8221; he said. &#8220;No matter who wins, I lose.&#8221; </p>
<p> Flacco will move on after answering his doubters by completing 22 of 36 passes for 306 yards, his third most of the season. He had two touchdowns but threw a costly interception that Brandon Spikes caught at the Patriots 31 and returned to the 50 midway through the fourth quarter. </p>
<p> On the next play, though, Jimmy Smith intercepted Brady&#8217;s pass in the end zone. </p>
<p> Baltimore drove to the Patriots 30, but on third-and-3, Rice was stuffed for a 3-yard loss. After calling a timeout, the Ravens decided to go for it on fourth-and-6 instead of having Cundiff try a tying 51-yard field goal. </p>
<p> But Flacco couldn&#8217;t find an open receiver, throwing the ball away and giving the Patriots possession with 2:46 remaining. The defense forced a punt, and Flacco began his final drive of the season with 1:44 left, 79 yards from the end zone. </p>
<p> He completed five of seven passes before the oh-so-close toss to Evans. </p>
<p> &#8220;He played his tail off,&#8221; Ravens safety Bernard Pollard said, &#8220;and for the people who keep dogging him, man, if you never played this game, shut up, shut up, you know. He played his tail off.&#8221; </p>
<p> And his pass to Evans was right on target. The celebration on Baltimore&#8217;s sideline already had started. </p>
<p> &#8220;If you weren&#8217;t celebrating, you weren&#8217;t a Raven fan,&#8221; said Lewis, dressed in a brown pinstripe suit after removing his uniform for the last time this season. &#8220;That&#8217;s the irony of sports. It&#8217;s a game of inches.&#8221; </p>
<p> Inches that make all the difference between a chance for a championship and a promise for next season. </p>
<p> &#8220;We fell 15 seconds from having it,&#8221; Suggs said, &#8220;so, please believe, it won&#8217;t happen again.&#8221;</p>
